Vladimir Putin, the President of the Russian Federation, participated in the plenary session and congratulated the members of the State Duma of the seventh convocation with the beginning of their activities. In his speech he noted that the State Duma of the seventh convocation represents all 85 federation entities.

In accordance with the article 99 of the Constitution of the Russian Federation, the first plenary session was opened by the oldest Member of the State Duma of the seventh convocation.
